A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §24-2-3d, relating to eliminating charges by public utilities for meter reading and minimum bill fees.

Be it enacted by the Legislature of West Virginia:

That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §24-2-3d, to read as follows:

ARTICLE 2. POWERS AND DUTIES OF PUBLIC SERVICE COMMISSION.

§24-2-3d. Elimination of meter reading and minimum bill fees.
Notwithstanding any provision in this chapter to the contrary, no public utility subject to the jurisdiction of the Public Service Commission may charge its customers fees relating to: (1) The reading of customers' meters; and (2) charges that constitute a minimum bill fee, monthly or otherwise.
NOTE: The purpose of this bill is to eliminate charges imposed by public utilities for meter reading and minimum bill fees.
